Our monitoring pipeline emits log lines shaped like '[LEVEL] message', and not all of them survive the trip: some arrive empty, with no brackets, or otherwise garbled. From a batch of those lines, return a 2-element list where element 0 maps each LEVEL to how many times it appears (every malformed line counted under 'UNKNOWN') and element 1 is the level with the highest count. An empty batch returns [{}, ''].
