Each row in deploy_logs is one deployment by an engineer, carrying a status and a deploy_at timestamp. We want engineers who bounced back after a rollback: within each engineer's deployments ordered by time, a rolled_back deployment whose very next deployment was a success. Return how many different engineers had at least one such recovery.
